Is good [aid] policy implementable?

“Is Good Policy implementable?” by anthropologist David Mosse argues that while aid and development work is made to appear as though it follows organized policies designed far away, in practice the local context often dictates what is and is not possible. The kinds of aid that actually materialize are a combination of policy and practice. But in NGO reports, and this is key – it is the policy that is often highlighted.
