Coordination Challenge in Haiti

The cluster approach in Haiti was not set up in a coordination vacuum. Instead, there were a number of existing coordination structures, most of which still exist today and run in parallel to cluster coordination. The following sections will show that Haiti is a country where the main coordination challenge is not necessarily a lack of coordination, but an abundance of parallel coordination mechanisms.
